Yellow floral skirt, part Deux

I have a next door neighbor who everyday is in her yard weeding her plants and edging her lawn by hand with scissors. She will sit in the same spot for hours. I’m not sure why or what exactly she is doing but it seems a bit much to me. You can see her in the background....
